As long as the Ethereum transaction is packaged by the miners, it will consume a certain amount of miner's fee (gas), but due to packaging failure, or block verification failure (including insufficient gas fee, calling the wrong contract method, etc.), the miner's fee will be consumed. But the transaction itself fails (usually because the transaction invokes some smart contract).
The miner fee is collected by the miners, and UUwallet currently does not charge transfer fees.
